Because games are mostly assumed to be for kids or teenagers whose personalities are still adjusting, its about not packaging a gambling system within a game – Battlefront 2 for example; a Star Wars game, do EA really not think Star Wars game would do enough business not to pay for itself without loot boxes.
Even cosmetics are bad, people see others with a skin and they want it. I have a friend at work who will spend and spend trying to get that new Widowmaker skin thats locked behind a timed event in Overwatch, even practises that Blizzard (arguably the richest developer of them all) put into place are predatory and manipulative. Ive heard a lot of stories and I even know of people with addictive personalites who have to use so much willpower to not slip into spending hundreds of pounds a month, for that cool new skin or whatever.
